EN71, ASTM F963, or 16 CFR bans toys intended for use by children under 3 years that have small parts, because small parts present a choking, aspiration, and ingestion hazard.

Toys intended for children from 3 - 5 years with small parts must have a label showing "Warning: CHOKING HAZARD - Small parts. Not for children under 3 years."

How to define small parts ?
- A small part is one that can fit into a small parts cylinder specified in the regulation, see attached photo for more details of the cylinder.

Three Ways Small Parts Are Encountered:
a) Toy contains a small part in itself
b) Generated during drop test
c) Generated during tension test
